You have to study how the TV industry works, both as a bunisess and as a technological medium, and how it is regulated in your country, and what systems/outlets are available for a pay service.Or hire consultants that know that.If you have enough money and gumption to start a pay TV system, you may have the ability to convince the government to allow satellite TV, if it is limited to your service.

I followed the BBC coverage using PC, Smart IPTV, Samsung Galaxy S Mobile and FreeSAT HD. The BBC did a fantastic job on all fronts. However, whilst the mobile devices and catchup services were handy, it was immediately clear that when you have a choice, for live events, satellite TV still wins every time. We had access to 24 live HD streams of fantastic picture quality. When there is plenty on, it's still the quickest route to the best quality experience.
